I was delegated the task of completing ‘the political context’ of autonomy of aboriginal that included domestic and international political contexts, and its supporters and opponents. Three main tools proved to be helpful in finalizing the task; library database, Google scholar, and Google search webpage. The library database helped me to find outstanding and peer-reviewed articles. The Google scholar provided supplementary literature that might be missing in the library database. The Google search webpage further complemented the research by providing up-to-date news and imperative information about the concept. If you would write it down on a piece of paper you could have lost it any time and would have gotten ripped by a dog or your brother/sister. Electric vs. Gasoline Essay

Nowadays, people all over the world do their best to live greener and not contribute to global warming. An invention that is meant to help reduce the amount of toxic waste that is polluting the environment nowadays is that of the electric car. But is electric really so much better than gas? Electric cars are emission free, compact and lightweight, and three times as efficient as gas engines. Compared to gasoline cars, electric car motors are very efficient, converting over 90% of electrical power supplied into motion. Still, there is about a 50% chance in the United States that burning coal, which, in turn, severely harms the environment, generates the electricity that is used to charge the batteries of a plug-in electric vehicle. Another advantage of an electric vehicle, is its durability: except for the fact that it has lower emissions, the electric car is in no need for oil changes or tune-ups, and with regenerative braking, brakes last longer. The gasoline car, on the other hand, has to deal with part failures associated with belts, hoses and cooling systems. The gas-powered car has a fuel tank, which supplies gasoline to the engine. The engine then turns a transmission, which turns the wheels. An electric car functions just a little differently than the gas-powered one: in comparison, it has a set of batteries that provides electricity to an electric motor. The motor then turns a transmission, and the transmission turns the wheels. When it comes to safety, although the weight and the bulk of the batteries make the electric vehicle heavier compared to gasoline vehicles and takes up more interior space, it is proven that the occupants of a heavy vehicle will, on average, suffer fewer and less injuries than the occupants of a lighter vehicle. Yet, although having an electric car has so many advantages, there are, as associated with all things, a few disadvantages that could make the ownership of an electric car somewhat challenging. Electric cars tend to require long recharge times. This means that the car cannot be used while the battery is charging. Also, the electric car has been known to be extremely expensive to purchase – the costs should break down outside the warranty coverage. The battery, too, has to be charged for at least 12 hours (a time which can only be done overnight, if one travels a lot by car), and there are few stations that make it possible to charge, other than your own house. In the end, it is all up to the individual to make the decision: if one is determined to help save and protect the environment, and is willing to take up the costs and time and effort it takes to charge the vehicle . Employment and Staff Essay

Motivating staff is essential to a business, because if the staff are motivated that means they’re happy, and are happy to do the job and are more likely to do a better job than someone who’s unmotivated and unhappy. To motivate staff, business can use one of the motivational theories, researched by theorists such as Taylor, McGregor, McClelland, Vroom, Herzberg, Maslow and Mayo. Mayo’s research found that after a number of experiments testing incentive schemes, rest period, hours of work, and changes in lighting and heating whatever changes were made, output continued to rise. This motivated the staff, and Tesco uses this theory to motivate their staff. All of their staff gets breaks, so when they are tired of the job, they can go to a canteen to get some food, or just sit down and rest. Also nowadays a lot of people smoke, and if a person has been smoking for a while, they tend to get stressed easily, and they need a cigarette to calm themselves down, so Tesco lets people to have cigarette breaks when people get stressed out. Also the conditions of work will help to motivate the staff, for example in summer when it’s really hot all of their stores have air conditioning, so all the staff and their customers are cool, because people tend to work better and are happier when they are cool. Tesco also uses Maslow’s theory, which suggests that the staff needs to be ranked into hierarchy, so for example the bottom of the hierarchy will have basic needs, when the top of the hierarchy will have greater needs. So someone who works in a store stocking shelves, their needs will be to have a break when they’re working, to get a new uniform etc. Where the area manager for example will have greater needs, for example because they have to travel a lot from store to store they will want to get a car for them to be able to travel, also the petrol to be paid for. Also because their role involves a lot of responsibility they will expect to get paid more for doing the job than someone who works in a store and their only responsibility is to make sure that all of the shelves are stocked up. If all of their staff needs are unsatisfied, then it means the staff will be unhappy and unmotivated which will reflect in their performance. Tesco also uses McGregor’s theory, which suggests that all employs should be punished if they did a bad job and rewarded if they did a good job. For example if an employee does a bad job they will be threatened and get a disciplinary, which means if they do it again they might lose their job. If a person does a good job, they will be recognised, and their manager might have a chat with them to reflect on their performance and make sure that they are aware that they did a good job and the person is in a higher position, such as a manager, they will get a bonus.  M3) Performance indicators Business have many ways of measuring their staff performance, for example they can use time periods for measuring, for example ASDA might measure their employees performance by how many customers they’ve served in one hour. This method does not work for all businesses, for example clothes manufacturer might not use this method because they need quality not quantity, and if they push t heir staff to make shirts faster they might make them poor quality or they might not fit. This helps develop their staff because they set themselves a target and this motivates people because people like challenges, and they are clear on what they need to do for the day. Also by achieving their target they might get a reward for it so it motivates them. Goal theory Another method of measuring performance is setting their employees goals. The best goals are when the employee and the employer both agree on what’s important and working together to achieve that goal. Clear and challenging goals can motivate their staff. For example ASDA might use this method on people who are stocking up the store. For example the manager might say that today they need to move couple shelves somewhere else and stock them up and they have 2 hours to do it. This help the staff to develop, because they know what’s their performance, and what they can do to improve it next time. SMART Targets SMART is a technique used to work out how useful a set of objectives are. All the targets needs to be specific, they should have a focus and not be vague. They need to be measurable, so they should include something that can be measured. They also need to be achievable, so if staff do not think they can achieve their targets they will be demotivated. Also it needs to be realistic in relation to both the resources and skills available, and the overall goals of the organisation and it needs to have a time-bound, so it must have an end so that success can be measured. This helps to develop staff because using SMART technique the staff are clear about the objective and they are sure that it is achievable, because if staff thinks that it is unachievable they get demotivated. Benchmarking Benchmarking can be used to measure organisations performance by comparing themselves to other organisations and matching or exceeding their performance. For example ASDA will compare itself to all big supermarkets in UK such as Sainsbury’s, Morrison’s, and Tesco etc. This help to develop staff because they compare themselves to their competitors and it is very clear on how they are doing, and this helps to improve the business, because if other business is doing better then they need to figure out what they are doing wrong and how to change it. Probation Pretty much all businesses will have a probation period for new employees. This means that they will be closely monitored for a certain period of time and their performance will be measured so the business is certain that this person is capable of doing the job and is a right candidate. Business such as Tesco will have a short probation period because the job doesn’t require a high skill and it doesn’t take long to find out if the person is right for the job, but jobs like teachers or doctors will have longer probation periods, because it takes some time to find out if the candidate is capable of doing a job, and their probation period will be around 9 months but can be longer. Also when people are on probation period this gives the right to the employer to fire them for no reason. Probation period helps to develop staff because if they are on a probation period, they are under more pressure and makes them more focussed about understanding the business and doing their job at their best ability. Appraisal Appraisal is another method of measuring performance in a business. This means that at the end of the year the employee and employer will sit down and review the year, the employee will say what he thinks he’s done very well, and the employer will say what they think they’ve done well and what  they need to work on. This is helps to develop staff because the employer tells the staff on how they are performing and what they have been doing very well and what they have been doing not so well, and gives them advice on how to improve or change it. Supporting employees There’s couple ways of how you can support employees. One of them is me ntoring, this means that someone in the workplace will help them that is just above their positions and has been in their position previously, so they can pass on some of their knowledge and explain the job. There’s two types of mentoring; formal and informal. Formal mentoring means that the mentor will have paper work with them and will monitor them and will write everything down. Informal mentoring means that the mentor will only have a chat with them or help them but wouldn’t write anything down. Also another way to support the employees is buddying up. For example in ASDA a new employer will be partnered up with someone that is on the same level as them but has been working for a long period of time and knows their job very well, so the new employer can work with them for couple of days to get to know the job and the other person can help them if they get confused or stuck. This helps to develop staff because people get demotivated and getting support from other staff or the manager helps to improve their performance, because some people get stuck and are not sure how to do a job they’ve been given, and some help from the manager can sort that out, also just having a chat with them might also help because some people just need to know that someone cares about them and how they’re getting on. Occupational Health People are human beings and can get stressed when they are pushed to work hard, so the employers need to think about how to release that stress. For example they could put some plants in the office, because plants produce oxygen which helps people to relax. Also if the office is very warm think about putting an air con to cool it down, because when people are hot they tend to get very stressed out. For example all Tesco stores have air con, so all of their employees are cool and don’t get stressed out as much. This helps to develop staff because for example, if the working conditions in Tesco are very hot the employees might not work very well, and they will get very stressed, but if they install air conditioning and make the store cool, the staff will work a lot better and will be a lot happier, because they are not hot and they’re comfortable. Managing workloads People get very stressed out when they are under pressure and have a lot of things to do, so it is very important for a business to balance it out, and spread workload equally, for example Tesco will divide people into section and give the same amount of shelves to stock up, so it’s fair on everyone. This helps to develop staff because giving them a lot of workload will demotivated them and sometimes even push them into leaving the job because they are stressed and lose motivation, so by reducing workload and sharing the workload equally, this will release the stress and staff will have more motivation. Delegating authority and responsibility By giving more authority and responsibility can motivate employees but it is very important to monitor how it is working, in order to avoid errors and costly mistakes, which can affect employer in terms of money and reputation, also it might lead to dismissing the employee. For example Tesco manager will be responsible for hiring new people and they might hire someone that is not capable of doing the job which might cost Tesco money. This will help to develop staff because they will feel like they are trusted, so they will be more focussed and will try to prove to their employer that they are capable of doing the job. Capacity Capacity relates to the amount of work or products that can be produced or is being produced. Using as much capacity as possible should lead to lower costs for the business, so employers need to ensure that employees are performing well without putting them under so much pressure that they suffer with stress and then become ill. Linking rewards to performance Giving rewards to people for doing a good job or achieving or exceeding a target motivates people to work harder. For example Tesco manager will get a bonus for achieving or exceeding the stores targets. He then might share it with the team, to keep them motivated. This helps to develop the staff, because everyone loves getting a reward if they do a good job, because it shows that their employer cares about them and also gives them a sense of achievement, and makes themselves feel good, because they did a good job.

Following the expulsion of British politics in America came confusion regarding the new United States government. After the Articles of Confederation were drafted, the United States became a confederation of thirteen states with a weak central government. However, a group of people, led by Alexander Hamilton, proposed re-writing the political order of the country. They advocated a federal government, with a strong central nucleus. This group of advocators became known as the federalists, with policies similar to the Tories of Great Britain. As a result, the Constitution of the United States was drafted and ratified by the necessary amount of states. The first president, George Washington, was greatly influenced by Federalist Hamilton. Following the Whiskey Rebellion, George Washington sent a militia out to silence these radicals. This increased his power and the power of the federal government dramatically. Also, the Bill of Rights was established, giving the common man m any essentials rights. Black Elk Speaks essays Black Elk was born into a tribe of the Plains Indians, the Ogallala Lakota. He had five sisters and one brother. He had many children, but his daughter, Lucy Looks Twice, is the one discussed in this essay. The Lakota were hunters, and they relied mainly on the buffalo. Buffalo was their main source for not only food but, also shelter and clothing. Black Elk knew that something was wrong in his life because he suffered socially, physically, and psychologically. Black Elk soon had to visit the hospital due to ulcers. While there he received the holy sacrament, and never suffered from his ulcers again. This instance, and with the encouragement of his friend, Kills Brave, Black Elk converted to Catholicism. On December 6th, 1904 he was converted by a priest to the Catholic faith. When he was baptized on the Feast of Saint Nicholas, Black Elk was given the Christian name, Nicholas Black Elk. As a member of the Society of St. Joseph, he helped sponsor the annual Catholic Sioux Congress and was active in converting others to Catholicism, and he gave up his medicine forever. Petrozuata Case Study Petrolera Zuata, Petrozuata C.A. Voilis Athanasios 1) Introduction – Case Study In 1976, after nationalization of the domestic oil industry a stated owned enterprise Petroleos de Venezuela S.A. (PDVSA) was established for the purposes of managing the country’s hydrocarbon resources and promoting economic development. It was the world’s second largest oil and gas company with reserves in Venezuela and refineries across the Europe, United States, and the Caribbean. Domestically, PDVSA provided 78% of Venezuela’s export revenues, 59% of the government’s fiscal revenues, and 26% of nation’s GDP and had a reputation of being one of the best managed national oil companies. In 1990, PDVSA started an ambitious long-term project, which main aim was to double its domestic production and expand international markets. For the implementation of this venture, the company needed to raise investments for approximate amount of USD$ 65 bn. At that time neither PDVSA nor Venezuelan government had the possibility to finance the underlined expansion. As a solution, it was decided to establish a strategy called â€Å"La Apertura†, which opened the Venezuelan oil sector to foreign companies through profit sharing agreements, operating service agreements, and strategic joint ventures associations. Unfortunately, such initiative overlapped with political instability and economic turmoil in the country. Only in the early 1990s two failed military coups and the impeachment of President Perez took place. In late 1993, because of the severe crisis in the banking system, the administration suspended a number of constitutional rights, imposed price control on basic goods and services, and took direct control over most of the banking system. Moreover, the foreign exchange markets were closed and began rationing foreign currency to the private sector. Few years later, by the time of the deal closing, due to an economic and social reform program of President Caldera, the economy had begun to recover, but with coming presidential elections, public tension was also growing. All in all, the feasibility of the project was under the pressure of  the sovereign risk. The rating agencies were considering three principal risks: possible government action, currency market volatility, and Venezu elan business conditions. The first development project of reopening Venezuelan oil sector to foreign investments was Petrozuata. It is a USD$ 2.424 bn joint venture between Conoco and Maraven as a part of PDVSA. Conoco was the petroleum subsidiary of one of the largest chemical producer in the world E.I. du Pont de Nemours and Company (DuPont). That time Conoco recently completed projects in Russia, Norway, USA and was a recognized leader in refining technology and project development. Underlined parties started feasibility studies and negotiations for a joint project in 1992. After four years of planning, Conoco and Maraven had made a mutual decision to finance this deal on a project finance basis, because of financial and organizational benefits provided by such structure. PDSVA could not have built the project alone because of its lack of specialized assets needed to extract and upgrade syncrude oil. On the other hand, foreign ownership of domestic hydrocarbon resources is prohibited by law, closing all ways for a sole expansion by Conoco. In terms of ownership structure, it was strategically decided that PDVSA subsidiary contributed less than 50% of the total equity amount but, through its preferred shares, would retain voting control. Because PDVSA would be the minority shareholder, the company would be classified as private. As a consequence, it would not consolidate into PDVSA’s balance sheet and, more importantly, they would not be bound by legislation for public companies (public procurement bidding procedure, excessive accountability, etc.). Final association agreement had a term of 35 years beginning once production started in 2001. The equity ownership contributions were set up in such way that Maraven had 49.9% of shares and 50.1% for Conoco. After accomplishing of the agreement, Conoco has an obligation to transfer its shares to Maraven at no cost. Also, to give incentive to the project, the government agreed to decrease the royalty rate during early operation years and the Congress agreed to lower the income tax rate from 67,7% to 34%. The sponsors agreed to use USD$ 975 mn of equity and USD$ 1.45 bn of debt to finance the project, which corresponded to 60% of debt-to-equity ratio. Such high percent of equity contributions to the project were chosen to show the sponsor’s commitment to the project. In 1996, for the beginning of the project, sponsors contributed USD$ 79 mn of paid-in capital. Additional contributions including contingency fund were projected to infuse in the following 4 years for the total amount of USD$ 366 mn. For the outstanding sum of USD$ 530 mn, shareholders chose a risky plan to use cash flows from the sale of early production crude, after completion of the oil fields and pipeline in August 1998. It is necessary to mention that risks peculiar to underlined financial mechanism were mitigated through a good execution plan and strong sponsor guarantees. Concerning the sources of debt financing, Petrozuata raised USD$ 450 mn as a loan from commercial banks with loan guarantees from bilateral and multilateral agencies, such as U.S. ExIm Bank, Export Development Corporation of Canada, OPIC and IFC. Those agencies would mitigate Venezuela’s political and economic instability by providing political risk insurance. However, the major funding source of the project was the American private placement market. Petrozuata received USD$ 1 bn of debt from the Rule 144A market. These bonds were chosen because of the additional advantage of speed and less onerous disclosure requirements imposed by the Securities and Exchange Commission. Petrozuata project had three main components: a series of inland wells to produce the crude, a pipeline system to transport the crude to the coast, and an upgrader facility to partially refine the crude. It was unusual and a highly complicated to finance multiple component projects on a standalone basis. A special system of contracts and commitments were designed and implemented to make the project feasible. A detailed scheme of contracts and commitments is provided in Figure 2. For instance, sponsors mitigated the incentive problem and managerial inefficiency by creating a small board of directors comprised of two directors from each sponsor, and using compensation contracts for managers that were linked to the project performance. Also was realized the major benefit of project finance: public-sector management was substituted for private-sector. The construction risk was allocated to sponsors. Conoco and Maraven agreed to provide funds for any cost overruns prior to completion. Also, the parent companies guaranteed these obligations. The guarantee has a unique structure in terms of the difference in ratings between parties – DuPont (AA-) and PDSVA (B). The parties agreed to include severe penalties for failing to meet their obligations and incentives to cover the other party’s shortfalls. It was a good example of how project finance could substitute the lack of development in emerging countries. After construction would be completed, together with major risks, the sponsor guarantees would also end and the project would become non-recourse to the sponsors. Figure 2: Petrozuata contracts and commitments Source: (Esty 1998) 25 Secondly, sponsors considered within the budget, a USD$ 38 mn contingency for upstream facilities, a USD$ 139 mn contingency for downstream facilities, and sufficient funds to pay premiums on a construction all risk insurance policy covering up to USD$ 1.5 bn of physical loss or damage. Another risk allocation mechanism in the current project was the use of an off-take agreement with the guarantee from the parent company DuPont. According to this agreement, Conoco took an obligation toward Petrozuata to purchase the first 86.6% of Petrozuata’s syncrude, for the whole 35-year life of the project, based on the market price. Moreover, the project company had the right to sell the syncrude to third parties if it could get a higher price. Such scheme eliminate ex post bargaining costs, and deter opportunistic behavior by providing incentives to both sponsors to act in the project’s best interest in the area where contracts would have been costly or impossible to write. Also, with an arrangement authorized by the Venezuelan government the project had a prioritization of cash flows as a main element of the contractual agreements. Petrozuata’s customers would deposit their dollar-denominated funds from the purchases into and offshore account maintained by Banker Trust, governed by the law of New York. Afterwards, the Trustee would disburse the money according to a payment hierarchy. First, the Trustee would make the transfer to a 90-day operating expense account; second, to service the project’s debt obligations; and, third, make deposits to a Debt Service Reserve Account as needed to maintain six months of principal interest. Finally, the project implemented a â€Å"cash trap† basically meaning that if the project maintains an one-year historical and one-year projected Debt Service Coverage Ratio of 1.35X, then the Trustee would transfer any remaining funds to Petrozuata for distribution to its equityholders. Five Forces Model: U.S. Automobile Industry

Michael Porter’s Five Forces Model is a model used to analyze a particular environment of an industry. An industry is a group of firms that market products which are close substitutes for each other, such as the automobile industry. According to Porter, there are five forces that determine an industry’s long-run profitability and attractiveness. These five competitive forces are the threat of entry of new competitors, or new entrants; the threat of substitutes; the bargaining power of buyers; the bargaining power of suppliers, and the degree of rivalry between existing competitors. In the auto manufacturing industry, the threat of new entrants is generally very low. For this threat, factors to examine include all barriers to entry such as upfront capital requirements since it costs a lot to set up a car manufacturing facility. They also need to look at brand equity since a new firm may have none. Also, legislation and government policy are considered and this includes safety, EPA, and emissions. Finally, they’ll look at the ability to distribute the product. The emergence of foreign competitors with the capital, management skills, and required technologies began to undermine the market share of North American companies. The bargaining power of suppliers must be examined. Historically, the bargaining power of automakers went unchallenged. The American consumer, however, became undeceived with many of the products being offered by some auto companies and began looking for alternatives, particularly foreign cars. On the other hand, while consumers can be very price sensitive, they do not hold much buying power since they never purchase a large volume of cars. If buyers can look at the competition or other comparable products, and switch easily, there may be a high threat competitive rivalry. The switching cost is high with new cars because you can't sell a brand new car for the same price you paid for it. You also need to look at public transportation and the likelihood of people taking the bus, train or airplane to get around. The higher the cost of operating a vehicle, the more likely people will look for alternative transportation options. The price of gasoline has a big impact on consumers' decisions to buy vehicles as well. SUV’s and trucks have higher profit margins, but they also consume more gas compared to smaller sedans and light trucks. Product differentiation is important too since there are usually many cars that are similar. The automobile supply business tends to have many firms. Many suppliers rely on one or two automakers to buy a majority of their products. If an automaker decided to switch suppliers, it could be devastating to the previous supplier's business. So, suppliers are extremely susceptible to the demands and requirements of the automobile manufacturer and hold very little power. But some suppliers are small firms who rely on the carmakers, and may only have one carmaker as a client. So this can be a tricky force to evaluate. In most countries, all auto makers are engaged in fierce competition. Price slashes, product developments, and ad campaigns keep them on the edge of innovation and profitability. Margins are low and pressure between rivals is high. Highly competitive industries generally earn low returns because the cost of competition is high. The automobile industry is considered to be an oligopoly, which helps to minimize the effects of price-based competition. The automakers understand that price-based competition does not necessarily lead to increases in the size of the marketplace. Argo and Casablanca – Main Characters Comparison

Both Tony and Rick are faced with a dilemma throughout Argo and Casablanca, respectively. They catch themselves getting more and more involved with the escape plan, and then their emotional connection leads to altruistic actions. Both Argo and Casablanca have a scene that underscores these characters transitions. On the first movie Mendez, have a heated up conversation with his boss on the phone, while on the other movie, Blaine points a gun at an official.Up to this part, the characters were very cold, and professional, however, after it they become attached to the people that are being saved. On one side, the scene selected in Argo focuses on: camera proximity and movement, decor and framing. On the other side, the scene selected in Casablanca focuses on: soundtrack, camera movement and positioning, and on and off screen space. The camera proximity and camera movement in Argo, emphasizes the characters reactions, by always showing the character with the strongest reaction.It is not iceable that the camera zooms in Tony as soon as he is alone in the room, and is kept that close to him until the end; his supervisor only has one close-up shot, while the camera spins around him, it is when he is explaining the new changes in CIA’s operation, and for the rest of the scene, the camera captures Jack O’Donnell through medium/close-up shots, finishing with a medium shot of him breaking a cup on his table. The camera is handheld on Mendez’ shots, creating a more personal, and emotional perception of the character, while the zoom highlights his reactions and creates tension to the scene as whole.The steady shots of Jack are calmer, and more impersonal, making him look more professional, and less emotive. The framing plays an important role on this sequence. Both Tony and Jack are placed on the right side of the screen at first, with Tony changing sides on the frame only when he states that he and his boss are responsible for the people they are tryin g to save. The right side of the screen is reserved for when the characters are more impersonal and professional, while the left side of the screen is used only when Tony explicitly becomes emotionally attached.Decor and lighting differentiate the perception of each space used on the scene. In the house located in Iran, the lighting is darker because the scene is slightly underexposed, which helps create a low-key effect, while warm colors dominate the location. This assists on the creation of a more intimate environment, just like a house should be. On the other side of the world, in CIA’s headquarters, O’Donnell’s office receives natural lighting from its window, which illuminates a blue wall as well as a typewriter of the same color, making this space look like a professional location, analogous to a typical workplace.In Casablanca, the camera positioning and movement play an important part too. However, the positions and movement are broader, ranging from lo ng shots to close-ups and from static positioning to panning around the location; different angles are used as well. Long shots in addition to panning introduce the area that will be used throughout the scene, which are the Cafe’s bar, and its entrance, that is seen from both the inside and outside.Another panning, more noticeable than the others, is the one that shows Renault spying on the other characters from Rick’s office; the camera pans in a diagonal fashion from the upper right, where the officer is hidden, to the lower left, the spot where the three other character are and also the place where the rest of the sequence takes place. A low angle is used when the official says that Laszlo is under arrest, which aggrandizes the captain.In this scene, mood and tension is accomplished mainly by soundtrack and sound effects instead of dialogue, in comparison to Argo’s selected scene, which does exactly the opposite. And were in turn with their colleges were largely responsible for the shaping ABA as a discipline. Through their own research publications and the early years at the Journal of Behavioural Analysis, Risley and Wolf led the way in the development of the model of action oriented field research (Fixsen Dunlap,2004).This model is based on experimental methods and rigorous measurements, a great deal of this models uniqueness is associated with these seven appealing characteristics. 1.To solve serious human problems with a complete focus on practical solutions. 2.Messages from research should be direct and simple, Quest for Parsimony. 3.Solutions identified in research should benefit individuals in life altering ways, or large portions of society in a quest for meaningful impact. 4.Obliging research design to conform to situations and to putting solutions before the strictures of the science. 5.Recognise that in anolog contexts solutions are not real solutions in real human problems, ecological validity. 6.Having a commitment to collaborate with the community, colleges research participants and students in understanding that solutions and ideas are communal and a social phenomena. 7.Ideas are more important than any ideology. With this model of applied research the message is clearly that its important to be completely open to hopefully useful perspectives, and to be restrained by disciplinary and conceptual insularity is counterproductive. Wolf and Risley with the use of these seven characteristics in applied science, enabled them to answer critical problems.Strenghthen the vigour and potency of interventions, by the development of the achievement place group home model. And with the idea of social validation. Wolf with his colleges changed the previous restrictions of hard direct observation data (Wolf,1978).The achievement place group members with the use of systematic consumer imput to supplement the usual evidence .Where then able to refine the residential service model, and also able to replicate their findings successfully many times due to its robustness (Fixsen,Blasà ©,Timbers Wolf,2001).Without the use of social validation data this scaling up would not have been possible. Risley although a founding member of ABA showed the same ability to move beyond his disciplines limitations in his quest for answers to critical questions. Risley with Betty Hart (Hart Risley,1995) used unconventional descriptive statisti cs and data collection techniques to produce very important findings, associated with the development of young childrens language. Risley also conceived of behavioural support happenings at a larger life arrangements level. With interventions being formulated on whom and where a person on a daily bases interact with. And what they do in terms of play, work and social commerce (Risley,1996).The scientific precepts of ABA did not foresee the conceptualisation, but it shows the spirit and dynamic model of action oriented problem solving of Wolf, Risley and others created in the 1960s and 1970s.The cornerstone of PBS is the life arrangements approach by Risley. The experimental analysis of behaviour and the scientific techniques of behaviour by the early founders of ABA provided a valuable service (Sidman,1960;Skinner,1953) in the field of real human problems. Some of the founders of ABA created a dynamic and creative model of problem solving field based research, by going beyond the th is act of tranlation.whilst at the same time maintaining the many benefits and scientific orientation that were produced by early ABA. By creating additional strategies or adopting some, to defeat barriers in their way that were diminishing their effectiveness or understanding. Risley and Wolf are oblivious examples although there are and were others. The techniques and methods of ABA are essiential.But the pioneers that used the dynamic problem solving approach in ABA has also been adopted by people in PBS and should be maintained by them in order to help find new solutions that affect human well being. There is mounting concern over the challenging behaviours displayed by the numbers of young children in early childhood settings (Squires Bricker,2007).Behaviours such as tantrums,biting,yelling,hitting,withdrawal or noncompliance. Which are major barriers to effective social networks and their development of social compliance (Campbell,Specker,Burchinal,Poe The NICH, Early Child Care Research Network; Dunlap et al.,2006;Wood,Cowan Baker,2006).A childs typical development consists of these challenging behaviours in the early years, for instance a two year old child will yell when refused a biscuit or sweet. A three year old child will take a toy and then hit the other child. But these behaviours should then diminish as the child develops emotional and social regulation, language and their skills at cognitive problems increase (Campbell,1995;Tremblay et al.,2004).Approximately 10% of children continue in their preschool years to exhibit these challenging behaviours (Kuperschmidt,Br yant Willoughby,2000).This figure rises if the children are from low income families (Qi Kaiser,2003).For children who exhibit severe and/or sustained challenging behaviours the outcome is bleak. Challenging behaviours long term negative outcomes may not be limited to and can include social rejection, drug abuse, academic failure and the commission of crime in adulthood (Patterson, Reid Dishow,1992). The development pathway that leads to anti social behaviours and social conduct disorders has been shown by research to be established in the preschool years (Webster-straton,2000).Young children who are at risk of displaying patterns of challenging behaviour in preschool have a need for early intervention. In America there is such a federally funded programme called P.L. 99-457 which came about in 1986.This is an early childhood special education service or intervention. In where a child is at risk or has disabilities. But this service are not always provided for all of the chidren, who display emotional and/or social behavioural problems. Due to idiosyncrasies with the lack of assessment methods and/or systematic screening (Conway Brown,2004;Powell,Fixsen,Dunlap,Smith Fox,2007).These services when they are provided have been reactive rather proactive (Conway brown,2004).Interventions have been based on a response to a single childs disruptive behaviour. Without taking steps to reduce the likelihood of other children in the classroom developing challenging behaviour patterns. Whilst this is important for remedying severe problem behaviour in one child, it does little to reduce similar patterns of behaviour in other children. as it doesnt address their needs.Families,researchers and preschool teachers are looking for the implementation of a research based comprehensive intervention programmes. To prevent the emergence of problem behaviours by young children (Gillam Shaber,2006;Joseph Strain,2003). Preschool teachers however continue to voice the opinion tha t a childs challenging behaviour is their biggest concern (Alkon,Rambler MacLennan,2003;Joseph Strain,2003) In a recent report (Gilliam Shaber,2003) demonstrated that teachers do not have the support for early interventions that they need. The figure that rates for expulsion in preschool children are 3.2 times higher than for school age children shows this (Gilliam Shaber,2006).Child expulsion rates dropped though when preschool teachers had access to mental health consultants who are based in the classroom. These rates dropped specifically if this support was available on an ongoing bases. Other research has also supported these results, that it is important to have access to mental health specialists and the support they offer to preschool teachers. As the teachers try to manage social emotional development and challenging behaviours of young children 9Alkon et al.,2003;Duda,Dunlap,Fox,lentini Clarke,2004). A Consultant will work with a teacher in consultation for preschool children, in order to strengthen teaching strategies. With the use of environmental arrangements that are associated with childrens emotional functioning and social skills (Dougherty,2000).In a comprehensive multi systems level approach, the consultant may also work with other service related personnel and administrators. In a system level approach such as in procedures and policies for example, teachers schedules, data management and referral practices. This can help support the assessment, identification and the prevention of and intervention for challenging behaviours.Teachers,young children and early childhood service delivery arrangements can benefit from a fully comprehensive system wide model. That involves consultation in order to prevent challenging behaviour by young children, through preventative support. Positive Behaviour Support (PBS) is one such multi comprehensive approach which is team based. That sh ows promise and has been well tested especially in preschool settings (Conroy Brown,2004;Fox,Dunlap Powell,2002).PBS is a multi system wide model used in the reduction of challenging behaviours. The PBS model consists of three levels of prevention and intervention, within a programme setting or a school setting, depending of the needs of the children (Carr et al.,2002).At the first level of prevention all the children are provided with a predictive and safe environment. The focus being on trying to build relationships which are positive (Fox,Dunlap,Hemmeter,Joseph strain,2003).The physical design of the classroom also gets attention, the schedule which is followed regulary.Then there is also verbal interactions with the families, children and other teachers (Fox,et al.,2003).Along with this the children are shown clearly defined expectations. Such as the use of listening ears, safe hands and the use of quiet voices inside. These techniques are taught specifically in a large group instruction class, such as circle time (Stormont et al.,2005).These are often displayed on posters placed in the classroom walls for the children and others to look at and refer too. Then these may become classroom rules, normally there would be three to five classroom rules with accompanying posters or pictures. Which is the recommended amount, then normally every day the children are especially taught these expectations with nonexamples and examples of rule following behaviours (Stormont et al .,2005).At the second level of support which involves targeted interventions of a small group of children, who have displayed some deficits in challenging behaviours and/or social skills (Howken Horner,2003).In a classroom of young children, the programme consists of small group activities such as buddy or peer group programmes. Or strategies that are implemented by the teacher, that are used throughout the day. For instance by offering support by the teacher to the child when they are usi ng self regulation strategies (Fox et al.,2003). And in the low risk group, for children who display low intensity behaviours. Second level strategies operate in the most efficient way with small groups of children. It is at the tertiary or top level of intervention, where children are not responding to preventive attempts. Or who display severe and/or chronic challenging behaviours is individualised interventions offered. These individualised interventions should be culturally and socially appropriate, practical and come form Functional Behaviour Assessments FBA (Lewis Sugai,1999,Sugai et al.,2000).Another key feature of PBS can include the use and formation of leadership teams. Who should use in order to monitor progress data based procedures (Albin,Lucyshyn,Horner Flannery,1996).This team should consist of assistant and lead classroom teachers,families,mental health specialists, related service personnel and administrators. All of whom should work frequently with preschool teac hers to support childrens emotional and social development. The procedures used to collect data must look at the organizational structure, that is the routines and schedules that they use (Fox Little,2001;Stormont et al.,2005).PBS is a model that has a continuum of supports such as the first, second and then tertiary or top levels of prevention and intervention. Research seems to show that it needs at least 80% implementation to be effective (Scott Martinek,2006).What this means in effect is piecemeal or partial implementation may put the whole programme at risk. And its effectiveness to make targeted change and then to maintain this change over time. In conclusion looking at the research PBS can offer real help and support for the children displaying this challenging behaviour. Their teachers and importantly the families as they try to cope with this, in what can be a very disruptive and hard to deal with problem behaviour. But like every thing in this current climate, its trying to find the necessary resources for programme. which is going to be a major set back for any school that wants to implement this programme. Especially as the programme needs at least an 80% implementation rate to be fully effective.
